Shaping the future of mobility in Las Rozas

Nuria Blanco Caballero is the Mobility Manager at Las Rozas Innova, the public innovation company of Las Rozas City Council. With a background in civil engineering and urban planning, she has dedicated her career to transport and innovation – joining Las Rozas Innova in 2021 after eight years at Madrid’s regional public transport authority.

Since joining, Nuria has led several key projects, including the development of Las Rozas’ Sustainable Urban Mobility Plan, presented in September 2022.

Las Rozas faces distinct mobility challenges: a dispersed layout divided by three major roads, high car dependency (representing 70% of trips) and overlapping mobility authorities. 

“We’re working to promote alternative modes of transport like shared mobility services and electric charging infrastructure while also improving accessibility for all,” she said.

Nuria also leads Las Rozas’ involvement in several European mobility projects, including AMIGOS and FORTHCOMING and coordinates collaboration with EIT Urban Mobility. In 2025, this includes three projects: two focused on urban logistics and one exploring how street lighting impacts pedestrian safety. Nuria emphasizes that all projects she leads have the goal of creating a positive impact for Las Rozas citizens, always taking their needs and priorities into account. 

Strengthening leadership for greater impact

Nuria joined the Emerging Leaders program to grow her leadership and collaboration skills in a changing mobility landscape.

“I really value the program’s structure – everyone takes part in the learning pillars; it encourages collaboration from the start, which is so important for leadership,” she said. 

She’s particularly focused on improving her ability to manage complex projects, motivate teams and adapt to new ways of working.

“Leadership has changed a lot in recent years. I want to learn how to consider different perspectives, manage conflict and apply what I learn to support innovation in my city,” she said.

“Building this kind of network – with people who face similar challenges across European cities is also a big opportunity to learn and grow.”

Through the Emerging Leaders program, Nuria is equipping herself to lead impactful change in her city.
